Proposed Amendments – 5 story building in Caledon East, Old Church Road and 0 Atchison Drive

The Town has received a proposed Official Plan Amendment and Zoning By-law Amendment application and has published a public notice in the local papers with respect to 0 Atcheson Drive, Caledon East. Notice of Application – 0 Atchison Dr – May 17, 2018

Caledon East Building LocationFor those of us in shock by this information, a building was always proposed to be built in that area with a Town Square as it is part of the Official Plan. There are however some inconsistency in the the Official Plan as at one part it states a 3 story building and in another 4 story building, nowhere does it say a 5 story building and this is the amendment the developer is asking for (See Official Plan Below).

Nothing has been approved nor going through at this time as the first step is for Town to post that they have received an application. Going forward there will be a PIC (Public Information Centre) set up so that the community can attend and have their say. It is very important that a decision is made by this council and not leaving it for the next. If a decision is not made, the developer will then go to the OMB and may have all this approved as all the old rules will apply. To have your say be sure to attend the Public Meeting (No Date has yet been set).

Hi Mira,

The Official Plan currently designates the property Special Use Area C: Community Focus Area, which permits a mixed use building or buildings (residential, office, commercial, institutional) up to 4 storeys in height with a maximum retail commercial gross floor area of 650 square metres as well as a landscaped public open space area measuring at least 0.1 ha (0.25 acres) in size

The applicant is proposing to amend the Official Plan to permit an increase in the maximum height from 4 storeys to 5 storeys and to increase the maximum retail commercial gross floor area from 650 m2 (7,000 ft2) to 870 m2 (9,365 ft2).  The applicant is proposing a private park/open space area of 0.1 ha (0.25 acres) in size that would be publicly accessible. There is no amendment proposed to the size of the open space area.

We are setting up a webpage with links to the application and its various supporting reports/plans. I hope to have that up and running by end of day today.

7.7.8.5 Special Use Area C: Community Focus Area

7.7.8.5.1 The purpose of the Community Focus Area is to strengthen the Old Church Road corridor by providing a “town square” as a public gathering place and to complement the existing Town Administrative Centre and surrounding open space. The Community Focus Area will provide multiple housing in close proximity to community facilities and services, opportunities for the creation of new community facilities in partnership OPA 204 Town of Caledon Official Plan Chapter 7 Secondary Plans and Other Detailed Area Policies 7-105 April, 2018 Office Consolidation with the school boards and the private sector, and opportunities for employment uses.

7.7.8.5.2 The permitted uses within this area include a mixed-use building or buildings with a maximum height of three stories, subject to the Community Design and Architectural Design Guidelines. The mixed-use building or buildings may contain office and personal service commercial uses, institutional uses and residential uses. A maximum total gross floor area of 650 square metres of retail commercial use is permitted within Special Use Area C, abutting the intersection of Old Church Road and the main internal subdivision street.

7.7.8.5.3 The mixed-use building or buildings shall enclose a landscaped public open space area at least 0.1 hectares (0.25 acres) in size. The maximum building height is 4 stories.
